"NOTWITHSTANDING ANY OTHER LAW, 26 THE FOLLOWING MAY NOT BE USED FOR DETERMINING RESIDENCY FOR VOTER 27 REGISTRATION PURPOSES AND ARE DEEMED TO BE EVIDENCE OF A TEMPORARY ADDRESS 28 WITH INTENT TO RETURN TO SOME OTHER PERMANENT ADDRESS: 29 1. A DORMITORY ADDRESS OR OTHER TEMPORARY COLLEGE OR UNIVERSITY 30 ADDRESS. 31 2. ANY ADDRESS WITHIN THIS STATE AT WHICH THE INDIVIDUAL DOES NOT 32 INTEND TO RESIDE FOR TWELVE MONTHS OF EACH YEAR.
This bill would disenfranchise students from being able to register to vote on college campuses, dorms, or any "temporary address within the state at which the individual does not intend to reside for 12 months of each year." This bill is a direct target at young people because young people are turning out to vote at enormous historical numbers.

I work, go to school, and volunteer in the Flagstaff community. This city is my home and participating democratically has worked to make me fall further in love with it. As a low-income student, I’m UNABLE to stay in Flagstaff for 12 months out of the year because I have to go back to my hometown to take care of my family. I would love to stay in this city after graduation due to my love for it, but the cost of housing makes that incredibly difficult for someone who’s just graduated and is just trying to survive. I am a student and a Flagstaff community member, and my right to vote where I live will not be infringed upon.

Students live and work in Arizona for 2/3 of the year. As legal sdults, they should be allowed to vote in whatever state they reside in for more than 2/3 of the year. By denying their constitutional right to vote, Bob Thorpe is violating the Constitution he was sworn to uphold.
